David R. Moore
David R. Moore is an a.v.* rated business, real estate and litigation attorney. He graduated from the University of Southern California (USC) cum laude (1975) and California Western School of Law cum laude (1980). He was admitted to the California State Bar in 1980 and was an associate for the law firms of Fredman, Silverberg & Lewis in San Diego (1980) and Marvin, Huiskamp & Black in Rancho Santa Fe (1981-1984). Mr. Moore was a partner of the law firm of Marvin & Moore in Encinitas (1984-1991) until establishing the current firm of Moore & Skiljan in Carlsbad in 1991.
Mr. Moore has been a speaker on basic legal issues for individuals starting a new business for SCORE (since 1985) and The People’s Law School (since its inception in 1992). He has formed numerous corporations, limited liability companies and partnerships (general and limited), represents individuals and companies in the acquisition and sale of businesses and serves as general counsel for business entities including profit and non profit corporations. As general counsel, he advises his diverse business clients on corporate, employment and other legal issues as well as reviewing, negotiating and drafting contracts. For ten years, Mr. Moore was on the Board of Directors of Solana Recyclers (now known as Solana Center for Environmental Innovations). He also served as a board member for the Bar Association of Northern San Diego County and was the Chair of the State Bar Fee Arbitration Committee. His clients including service providers (including advertising agencies, attorneys, construction companies, doctors, engineers, temporary employment services and public relation firms), distributors, manufacturers, retail shops, research and development companies and individuals and entities that own, manage and/or develop real property.
Attorney Moore represents individuals and entities in the acquisition, development, sale, financing and leasing of real property. Mr. Moore represented the city of Encinitas when it first incorporated and negotiated the lease for its first city hall location. He assisted the owners in the development and sale of a 42 unit condominium project in Carlsbad including hearings before the Coastal Commission. David has substantial experience representing plaintiffs and defendants in civil litigation matters and has been trial counsel in bench and jury trials.

Jeffry M. Skiljan is a graduate of the University of San Diego School of Law, and was admitted to the California State Bar in 1978. He has 30 years of civil litigation experience in areas including business, real estate, construction, mechanics liens, collections, and personal injury. He also advises clients in transactions, including commercial leases, contracts, sales of businesses, real estate transactions, business formation, and employer/employee relations.
Mr. Skiljan was an instructor of business law at Mira Costa College for three years, has served as a judge pro tem for the Superior Court of California, County of San Diego, as an arbitrator for the American Arbitration Association, and as an arbitrator of attorney/client fee disputes for the North County Bar Association of San Diego County.
